The principal eligibility conditions are listed below.

• Educational Qualification: Graduate in Civil Engineering from a University or institution recognised by the Government, or Associate Member of the Institution of Engineers of India in Civil.
• Odia Language Requirement: Candidates must be able to read, write and speak Odia. This may be proved through Middle School with Odia as a subject, Matriculation with Odia as medium in a non-language subject, Odia as a language subject in Class VII or above, or a prescribed Odia test at Middle English School standard.

• Health and Character: Candidates must possess good moral character and satisfy the prescribed physical and mental fitness requirements.

Both mains papers are objective MCQ papers and may be conducted through OMR or CBT. Each correct answer carries 2 marks, while 25% of the marks allotted to the question is deducted for each wrong response. Candidates are shortlisted for interview in a ratio of 1:2, subject to a minimum of five candidates with reference to the notified vacancies in each category.
